Nearby Valley of the Gods is better in my opinion, road is better, is free and uncrowded.
HIghly recommend Navajo Spirit Tours - excellent!
If you are planning on visiting monument valley, rent a vehicle that can handle a little off road. You can pay for access to the main site for $20 and self drive yourself around the loop.

We took a tour which avoided driving on a dirt road. The guide and scenery were the best.
