Synopsis. On the occasion of the 75th anniversary of Itchy and Scratchy, Bart and Lisa go to see the tribute parade. Its route is so badly planned that it goes to the bad part of town, where Bart meets a hobo named Chester J. Lampwick who claims he is the creator of Itchy.
