- Two teenage BFFs are abducted in Chula Vista, California; and when one of them is found murdered, the BAU assists local authorities in searching for the second girl.
During the investigation, it is discovered that one of the girls, along with her father, are in the Witness Protection Program, leading to problems for the investigation. The private questioning required because of this complication causes a misunderstanding between the families of the two girls. After delays caused by a need-to-know policy in the WPP, the team finally is told the reason the girl and her father are in the WPP -- the father was an assassin for the mob, until he made his wife died a deathbed promise to protect their daughter from 'his life', just before her death.
Then the clues lead away from the WPP being of issue in the motive and reveal that there is more than one kidnapper. After one of the kidnappers turns up dead, the team race to find the remaining kidnapper before he kills his hostage.
Meanwhile, the dead girl's father recognizes the dead kidnapper from photos and realizes who the probable other kidnapper is. He tells the ex-assassin where the second kidnapper and the remaining girl likely are, on the condition that the ex-assassin kill the kidnapper.
The BAU team and the ex-assassin reach the kidnapper's location at the same time. Despite a team member's attempt to talk him out of it, the ex-assassin shoots the kidnapper in cold blood. The WPP 'handler' determines that the ex-assassin is too vital as a witness to be tried for the murder of the kidnapper.
The episode closes on the ex-assassin and his daughter introducing themselves to their new neighbors under new fake identities.
