- Oliver discovers a man who goes by the name "The Mayor" is bringing illegal guns in to The Glades, so Oliver sponsors a "Cash for Guns" event to help clean up the city. Unfortunately, The Mayor crashes the event with his gang and seriously injures Sin. The Canary is furious when she learns her friend is in the hospital and sets out for revenge. Meanwhile, Felicity stuns Oliver with a bit of information about the Canary, Donner asks Laurel to dinner, and Diggle reconnects with an old friend.—salman ali
- Open with Arrow battling drug dealers with unusually high-powered weapons. At the same time Felicity has to explain to Isabel why Queen is late to an important fundraising function. When Queen finally arrives he speaks with the Alderman about a new bad guy named Mayor who is bringing guns into the Glades.
Cut to Mayor at his hideout in an abandoned strip club. He tells one of his underlings his philosophy about the biggest gun always winning the fight. He murders one of the men who encountered Arrow when he returns without his guns.
Felicity suggests that perhaps the Blonde vigilante has been following Laurel rather than Queen.
Arrow stakes out Laurel's place and lays a trap for the blonde vigilante. He removes her masks and discovers that it is Sara Lance, Laurel's sister.
Queen tells Digs and Felicity about the interaction with Sara. They are shocked and feel he needs to tell her family. Queen isn't exactly clear about the timeline with respect to the boat going down and his thinking Sara had died.
We flash to Queen in the holding cell on that boat. A man asks him for information about his island, including whether or not he found the graves. Queen tells the man to go to hell and is promptly shot in the stomach.
Sara tells Sin about running into an old boyfriend. She lets her friend know that she still has family alive, but hasn't revealed herself to them because she isn't the person she used to be.
Digs meets with an attractive war buddy named Lyla. She gives him information about where Mayor may have been getting the weapons and the two share the fact they are both single.
Queen tells the Alderman he'd like to sponsor an anonymous gun buy-back in the Glades. Isabel doesn't like the idea because she says Queen Consolidated can't afford it right now.
Laural goes to dinner with a co-worker named Adam. She has a few glasses of wine and leaves suddenly. On her way home she's pulled over by an officer who asks if she's been drinking.
Felicity and Digs tells Queen they've discovered the crates carrying the weapons Mayor stole are equipped with a tracking device. Even though Mayor deactivated it, Felicity finds a way to turn it back on so they can locate Mayor's hideout. Arrow goes to the hideout and secures the guns, but isn't able to stop Mayor from escaping.
The officer who pulled Laurel over calls Lance. He arrives and gets into an argument with his daughter over he recent behavior. He's worried but she doesn't want to hear about it from him.
Queen and Sara meet in private at the club. She tells Queen she knew the masked vigilante was him, but didn't return until the earthquake. She wanted to check on her family and decided to stay. She is very vague about her whereabouts the past few years. Lance knocks on the door and asks Queen to talk to Laurel as a friend. When Queen comes back inside Sara is gone.
Back on the boat Queen wakes up next to some medical pliers and a needle. He is supposed to remove his bullet own in order to demonstrate how tough he is. This has been done to every other prisoner around him. Later the man returns and sees that Queen has survived. He again asks about the grave, specifically about the bones. Queen says nothing, but the man knows his crew has found the island they've been looking for.
At the gun buyback Roy introduces Sin to Thea. Queen shows up and observes from afar with the Alderman. The program seems to be going well so far. Suddenly the Mayor arrives on a truck bed alongside two well-armed men. They open fire and hit several bystanders and police officers. The Alderman is nearly hit but Queen manages to tackle him out of the way at the last moment. Sin is hit in the stomach and Roy quickly calls for help.
Using facial recognition software Felicity finds out Mayor is a man named Xavier Reed. He has no military experience himself, but one of his foster brothers is stationed at he same base that has been losing the weapons. A huge convoy of weapons is scheduled to come through that night.
Roy and Thea wait at the hospital for Sin. The doctor tells them it's touch and go.
Arrow teams up with the blonde vigilante to take out Mayor and his team before they can get the weapons. Arrow convinces her to leave Mayor alive for the authorities.
The Alderman stops by Queen's place to thank him for saving his life. The buyback went well and Queen suggests the Alderman might make a good mayor. He tells Queen there are other way to help the city.
Sin makes it through her surgery okay. In the hallway Queen runs into Sara and seems to convince her she needs to tell Laurel and Lance that she's still alive.
Back on the boat we see Queen taken from his cell and brought to the room where the torture is to take place. He looks up and sees Sara walk into the room.
